Buying in the countryside around Todi almost always means buying an isolated house, or a small cluster of houses, among olive groves, arable fields and woodland, a few kilometres outside the town walls. The municipality is large and the landscape varies a great deal, from the Tiber valley at around 130 metres to hills rising above 600, served by asphalt roads, gravel roads and *vicinali*, local roads that are privately owned.

The access road: municipal, *vicinale* or private

Under the Italian Highway Code, a *strada vicinale* is a privately owned road outside built-up areas that is open to public use. Where it is open to public use, the law requires the users to form a mandatory consortium to maintain it, and the Municipality pays between one fifth and one half of the costs, depending on how important the road is. Before you make an offer, ask which case applies to your road, whether there is a consortium and how much you pay each year. If the only access crosses someone else's land, check that a right of way exists. For land with no outlet onto a public road, the Civil Code provides for a compulsory right of way (art. 1051).

Internet in the countryside

In Todi's "white areas", where the network is built with public funding, Infratel's plan expects fibre to arrive by the end of 2026, and four of the five wireless projects have already been completed. These are planned dates and apply only to those areas. For a specific house, check coverage at its address before signing the preliminary contract.

Extensions, outbuildings and land

In the agricultural zone, Umbrian Regional Law 1/2015 allows, under certain conditions, extensions of up to 100 m² for residential buildings that already existed on 13 November 1997. It also allows a change of use for rural outbuildings from the same period that stand within 50 metres of the dwellings, up to 200 m² per property. A surveyor or architect should confirm what applies to a specific property. If agricultural land is sold with the house, the tenant farmer or neighbouring farmers may have a right of pre-emption: the seller notifies them of the preliminary agreement, with its price and terms, and they have 30 days to decide. If there is an olive grove, remember that Todi lies within the Umbria PDO "Colli Martani" olive oil area.
